Amendment C119 - Maddingley Framework Plan
Council has prepared Amendment C119moor to the Moorabool Planning Scheme.
The amendment introduces local policy and an associated framework plan which identifies potential future land uses in the Maddingley Framework Plan area (see map below), consistent with the recommendations of the Maddingley Planning Study (Centrum, October 2025)
The amendment provides justification to support and enable the future transition of undeveloped land to industrial purposes through proponent led rezoning in later phases.
These proposed local policy changes will provide:
- long-term guidance that supports the continuation of existing uses.
- strategic support for the transition of the Maddingley Framework Plan area to industrial uses through future planning scheme amendments to rezone land.
The Amendment proposes to:
- Insert local policy Clause 17.03-2L-02: Sustainable industry – Maddingley Framework Plan area.
- Amend:

- Clause 02.03-7: Strategic directions – Economic development
- Clause 17.03-1L: Industrial land supply
- Clause 17.03-2L-01: Sustainable industry
- Clause 19.03-3L-02: Integrated water management

Any person may make a submission to Council about the amendment. Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and what changes (if any) the submitter wishes to make. Submitters Name and contact details are required for Council to consider submissions and to notify you of the opportunity to attend Council meetings and any public hearing held to consider submissions.

Your submission and the information contained within it is collected by Council for the purposes of the planning process as set out in the Planning and Environment Act 1987. Council must make a copy of every submission available at its office for any person to inspect free of charge until the end of two months after the amendment comes into operation or lapses. Your personal contact details will not be published with your submission, and your personal information will be managed in accordance with the Privacy and Data Protection Act 2014.
