Amendment C108 - Ballan Precinct 5
Council prepared Amendment C108moor to the Moorabool Planning Scheme, at the request of Whiteman Property and Associates Pty Ltd on behalf of Wel.Co. The Amendment has been approved by the Minister for Planning and came into effect on 13 March 2006.
The Amendment rezones approximately 98.5 hectares of land in the north-west of Ballan from Rural Living Zone to Neighbourhood Residential Zone Schedule 10, applies the:
- Development Plan Overlay Schedule 9
- Vegetation Protection Overlay Schedule 2
- Environmental Audit Overlay to the subject land
and removes the Design and Development Overlay Schedule 2 from the subject land.

AUGUST 2022 - Whiteman Property and Associates Pty Ltd request a planning scheme amendment
5 JUN 2024 - At the Ordinary Meeting of Council, it was resolved to seek authorisation from the Minister for Planning to prepare and exhibit Amendment C108moor
5 AUG 2024 - The Minister for Planning authorised Amendment C108moor
24 JAN 2025 to 3 MAR 2025 - The Amendment was exhibited and 68 submissions were received.
7 MAY 2025 - At the Ordinary Meeting of Council, it was resolved to request the Minister for Planning appoint an independent Planning Panel to consider the submissions received.
23 JUL 2025 to 31 JUL 2025 - The Planning Panel Hearing was held where submissions to Amendment C108moor were heard.
SEPTEMBER 2025 - The Planning Panel’s report was released - Moorabool-C108moor-Panel-Report.pdf(PDF, 2MB)
17 DEC 2025 - At the Ordinary Meeting of Council, it was resolved to adopt the Amendment and submit it to the Minister for Planning for approval.
13 MAR 2026 - The Minister for Planning approved Amendment C108 and the Amendment came into operation
