Amendment C85 - West Moorabool Heritage Study Stage 2A

Amendment C085moor proposes to implement the findings of the West Moorabool Heritage Study (Stage 2A Review) by introducing permanent planning controls in the form of the Heritage Overlay into the Moorabool Planning Scheme.   

Specifically, the amendment seeks to:  

  • Apply the Heritage Overlay to 106 individual places and 7 heritage precincts across Ballan, Blackwood, Bungaree, Gordon, Lal Lal, Millbrook, Mount Egerton and Wallace.  

  • Remove the Heritage Overlay from 3 individual heritage places that are to be included in new precincts.    

  • Amend the Schedule to Clause 43.01 (Heritage Overlay) to apply permanent controls to the identified places and insert application requirements.    

  • Amend the Schedule to Clause 72.04 (Incorporated Documents) to include 113 Statements of Significance and the Moorabool Shire Heritage Precincts and Places Incorporated Plan Permit Exemptions (Plan Heritage, May 2021).     

  • Amend the Schedule to Clause 72.08 (Background Documents) to insert the West Moorabool Heritage Study Stage 2A Review (Plan Heritage, May 2021).

Timeline

2010 - The West Moorabool Heritage Study was prepared to identify places of potential heritage significance in the western part of Moorabool Shire

2021 - A review of the West Moorabool Heritage Study Stage 2A was undertaken to review and update the findings of the 2010 study and to support implementation of the findings through a Planning Scheme Amendment

DECEMBER 2023 - At the Ordinary Meeting of Council, the West Moorabool Heritage Study Stage 2A Review (May 2021, Plan Heritage) was adopted and it was resolved to seek authorisation from the Minister for Planning to prepare and exhibit Amendment C85moor

FEB 2024 - The Minister for Planning authorised Amendment C85moor

13 MAR to 30 APR 2025 - The Amendment was exhibited and 13 submissions were received.

2 JUL 2025 - At the Ordinary Meeting of Council, it was resolved to request the Minister for Planning appoint an independent Planning Panel to consider the submissions received.

22 SEP 2025 - The Planning Panel Hearing was held where submissions to Amendment C085moor were heard.   

20 OCT 2025 - The Planning Panel’s report was released - Moorabool-C85moor-Panel-Report.pdf(PDF, 17MB)

4 FEB 2026 - At the Ordinary Meeting of Council, it was resolved to adopt the Amendment and submit it to the Minister for Planning for approval.

A heritage citation has been developed for each individually significant place and heritage precinct in the amendment. these citations are included as part of the West Moorabool Heritage Study (Stage 2A Review) document. a heritage citation outlines the history, description, condition, and integrity of a heritage place or precinct. It also includes a Statement of Significance(PDF, 25MB)   , which explains the importance of that place and why it is significant. The citation is used by Council when assessing alterations to a heritage place.
