Western Renewables Link

Overview

AusNet Services (AusNet) is the proponent of a 190 km overhead high voltage transmission line through western Victoria, known as the Western Renewables Link. Moorabool Shire is proposed to host approximately 60 km of the 500kV line from the eastern boundary to the west.

Council has participated in the Environment Effects Statement planning process for the project since 2021, advocating for the best possible community outcomes as a member of the Technical Reference Group. Council has consistently advocated for a fair and transparent process and developed webinars and information to help empower its community.

 

Environment Effects Statement Exhibition

Public exhibition of the Western Renewables Link (WRL) Environment Effects Statement (EES) is currently open for submissions for 40 business days, from Monday 30 June to Friday 22 August 2025.

Council has developed two information guides to help residents understand what goes into an EES submission generally and where to find EES information and upcoming community sessions in Moorabool Shire:

Separate to the engagement opportunities being offered by AusNet, Council is supporting the Regional Victoria Power Alliance (the Power Alliance) by providing venues and resources for community drop-in sessions at three locations and dates listed below.

  • Thursday 31 July, Myrniong Hall, 6 Short Street Myrniong 3341, 4pm-7.30pm

Project background

What is the project?

AusNet has been awarded the contract to design and seek planning approval for the Western Renewables Link, which proposes a 190 km overhead high voltage transmission line from Sydenham to Bulgana. 

Adjustments to the final alignment of the transmission line were announced in August 2022, with Moorabool Shire proposed to host almost 60 km of the 500 kV transmission line from west to east.

Project approvals

AusNet has prepared an Environment Effects Statement (EES) for the Western Renewables Link (formerly named the Western Victoria Transmission Network Project), as mandated by the Minister for Planning in August 2020 as the main planning approvals pathway for the project.

The Minister for Planning issued the original scoping requirements in December 2020, which outline the issues that AusNet must address in the EES. The project was re-referred and a new set of EES Scoping Requirements issued by the Minister in 2023, in response to changes to project scope.

The EES was placed on public exhibition for a statutory timeframe of 40 business days from 30 June to 22 August 2025. The Minister for Planning has appointed an independent inquiry and advisory committee to consider the EES and submissions, conduct a public hearing and provide a written report to inform the Minister’s assessment. The Minister’s assessment then informs statutory approvals by decision makers.

Council involvement and undergrounding

What is Council doing? 

We are advocating for the State and Federal governments to address community concerns, urging decision-makers to put the transmission line underground, participating as stakeholders on the project’s Technical Reference Group and providing transparent information to the public.  

Advocating for policy change 

Council is continuing to advocate for all levels of government to work together to achieve Australia’s renewable energy transition without unacceptable burden on communities and the environment. 

Advocacy efforts include numerous submissions to government consultation processes on matters relating to community benefit sharing and renewable energy generation and transmission infrastructure planning. Council has also put forward motions advocating for policy change to the Australian Local Government Association (ALGA) and the Municipal Association of Victoria (MAV).

Council has commissioned several independent reports to provide advice on technical aspects of the project, including:

Green and Unseen campaign

Council has advocated for underground construction options for Western Renewables Link to be explored since the project was first announced. A campaign called Green and Unseen was launched by Council to communicate the issues with an overhead transmission line and urge for the line to go underground.  

 

 

Community information sessions

Moorabool Shire Council hosted several successful community sessions as part of a series inviting experts to share their knowledge on many technical topics relating to the project.

This included a webinar on how to prepare a submission to an Environment Effects Statement (EES) public exhibition, and how the EES process itself works.
