Cleaning up illegal dumping has cost Moorabool Shire ratepayers more than $300,000 since 1 January 2024.

Report illegal dumping and litter

It is illegal to litter and dump rubbish on private and public land. 

Moorabool Shire Council investigates all reports of dumped rubbish on council-managed land and may proceed with enforcement action.

Significant fines apply to anyone found guilty of littering or dumping rubbish.

Illegal dumping can cause environmental damage including contaminating land, polluting waterways and harming local wildlife and their habitats.

Moorabool Shire Council only investigates and removes dumped rubbish from council-managed local parks and reserves, local roads, or nature strips. Before reporting – ensure you’re reporting to the correct authority - see below for more reporting options.

You can email a report of dumped rubbish to us at info@moorabool.vic.gov.au

Please include as much information in your email as possible including:

  • The offender’s vehicle registration number (if known)
  • A photograph, if safe to do so
  • A description of what was dumped
  • A description of the person seen dumping the rubbish (if known)
  • The location - exact as possible noting closest intersection, identifying object or landmark
  • The date and time

If litter or dumped rubbish is:

On vacant or private land

It is the owner's responsibility to remove. Council does not remove dumped rubbish on vacant or private land. 
An unsightly property is defined as "any land which is unkempt and is detrimental to the general amenity of the neighbourhood, when viewed from a public place."

On non-council land

Litter or illegal dumping on land that belongs to another government agency is their responsibility to remove.
Below is a list of government agencies that can be contacted in these circumstances:

 

If you see someone dumping rubbish, do not put yourself in danger, do not approach the person.
Do not touch the rubbish as this compromises the investigation process.

  • A description of what was dumped
  • A description of the person dumping the rubbish
  • The location - exact as possible noting closest intersection, or landmark
  • The date and time of incident
