Background and history
The Federation Park Upgrade was initially flagged as a potential open space upgrade during collaborative Council workshops conducted between 2020-2021.
The site was inspected in mid-2023 by Council officers and a brief was developed for a park upgrade, based on the aim of transforming the existing space into an inclusive, vibrant and accessible open space that meets the holistic needs of the Darley community and surrounds. The project aims to enhance the reserve's functionality, improve its aesthetic appeal, and celebrate its historical and environmental significance for the community.
Round 1 community consultation was conducted in July 2023, where feedback was intended to inform the concept design. A concept and feasibility report was then developed in collaboration with landscape architect consultants Pollen Studio.
Round 2 concept community consultation was held in April 2024 to gain feedback on the draft concept design. Collated internal/external feedback then informed the final concept and detailed drawings, which were then completed in collaboration with Pollen Studio.
The carpark design was completed in collaboration with Tomkinson in 2024.
A complex Cultural Heritage Management Plan was conducted in partnership with Wurundjeri RAP and Australian Cultural Heritage consultants, which is still ongoing.
GMA was awarded the contract for the landscape and carpark construction works.
The project
Works commenced in late August 2025 on this $1 million project, which includes:
- Demolition of the existing public toilets and replacement with a new building offering improved security and amenity;
- Upgrade of the existing carpark including sealing and formalised parking;
- Replacement of existing play equipment;
- Picnic facilities, seating and drinking fountain;
- Pathways throughout the reserve; and
- Landscaping improvements including tree planting, mulching and garden beds.
During construction, visitors and community are being directed to alternative toilet facilities at Darley Park (corner of Fitzroy and Grey streets, Darley).
The project is scheduled for completion in November 2025.
Federation Park is a Federal Government funded project through the Department of Infrastructure, Transport, Regional Development, Communications and the Arts, 'Investing in our Communities' Grant ($400,000), with the remainder being funded by Council.
