The WRL Environmental Effects Statement (EES) and draft Planning Scheme Amendment GC209 were exhibited for public comment from 30 June to 25 August 2025, receiving 534 submissions from community members, organisations, agencies and councils, including Moorabool Shire.
An independent Inquiry and Advisory Committee (IAC) panel of experts from Planning Panels Victoria, appointed by the Minister for Planning, reviewed the EES, draft amendment and public submissions, and conducted a public Hearing between October 2025 and March 2026. The IAC's role was to provide advice to the Minister for Planning on the environmental effects of the project. The IAC presented their report to the Minister for Planning to consider on 8 May 2026.
The project is currently before the Minister for Planning, with the final Ministerial Assessment still pending.
