What is Best Start?

Best Start is an early years place-based initiative funded by the Victorian State Government's Department of Education and Training. The program supports families, caregivers and communities in providing the best possible environment, experiences and care for children from birth to eight years.

Best Start has a focus on prevention and early intervention in particular for children experiencing vulnerability and Aboriginal and Torres Strait Islander children.

Program Outcomes

The primary outcomes for Best Start from 2016 are:

  • Children engage and participate in early childhood education (eg. kindergarten and supported playgroups)
  • Children and families actively engage with Maternal and Child Health services


In Moorabool the Best Start Partnership consists of representatives from the following agencies:

  • Moorabool Shire Council (fund holder & lead agency)
  • Centacare
  • Child and Family Services (CAFS)
  • Department of Education and Training
  • Djerriwarrh Health Services
  • Early Childhood Management Services (ECMS)
  • Eureka Community Kindergarten Association Inc (ECKA)
