In accordance with Section 129 of the Local Government Act 1989 (“the Act”), Moorabool Shire Council hereby gives public notice that at a Special Meeting of Council on Wednesday 15 May 2019:

  1. It has prepared an Annual Budget (“the Budget”) for the financial year commencing 1 July 2019 and ending 30 June 2020 (“the financial year”).
  2. It intends at an Ordinary Meeting of Council to be held in the Council Chamber, Ballan on Wednesday 03 July 2019 at 6.00pm to adopt the 2019/20 Annual Budget as prepared by Council and the following information is given:
  1. the total amount borrowed as at 30 June 2019 is $13,626,838
  2. the total amount proposed to be borrowed during the financial year, other than borrowings to refinance existing loans, is $10,736,014
  3. the total amount projected to be redeemed during the financial year is $4,145,779
  4. the projected total amount of borrowings as at 30 June 2020 is $20,217,073
  5. the projected cost of servicing the borrowings during the financial year is $657,165
  6. the proposed rate for each type of rate to be levied is:

  1. proposes that no municipal charge be declared
  2. the proposed service charges be declared under Section 162 of the Act, for the collection and disposal of refuse, are:
  1. $187 per annum for each property that is within the defined urban service area to which a domestic waste collection service is available;
  2. $187 per annum for each property that is within the defined rural service area to which a domestic waste collection service is available;
  3. $187 per annum for each property that is not within a defined service area, to which a domestic waste collection service is provided;
  4. $85* per annum, compulsory service charge, for all rateable properties including:

 (a)    each rateable land that is "farm land" within the meaning of Section 2(1) of the Valuation of Land Act 1960 and is a 'single farm enterprise' within the meaning of Section 159(8) of the Local Government Act 1989; and

(b)     each other rateable land, from which there is capable of being generated waste which can be deposited by a ratepayer or resident at a landfill or waste transfer station or any other litter facility.

  1. $36 per annum, compulsory service charge, for all rateable properties, in relation to the State Landfill Levy, including:

(a)     each rateable land that is "farm land" within the meaning of Section 2(1) of the Valuation of Land Act 1960 and is a 'single farm enterprise' within the meaning of Section 159(8) of the Local Government Act 1989; and

(b)     each other rateable land, from which there is capable of being generated waste which can be deposited by a ratepayer or resident at a landfill or waste transfer station or any other litter facility.

  1. $77 per annum non-compulsory and optional charge within the urban (residential and low density residential) areas of Bacchus Marsh and Ballan for kerbside greenwaste collection service.

 

*there is a proposal being put forward to Council for the introduction of tip tokens to ratepayers. If this proposal is approved, it has the potential to increase the Waste Management Service Charge somewhere between $25 and $35 per tenement. The Adopted Budget will be adjusted to reflect the outcome of Councils decision.

 

 

The Victorian Government has specified a rate cap of 2.50%. Moorabool Shire Council has elected to not apply for a rate cap variation in 2019/20.

 

The rates and charges for your property may increase or decrease by a different percentage amount for the following reasons –

  1. The valuation of your property relative to the valuation of other properties in the municipal district;
  2. The application of any differential rate by Council;
  3. The inclusion of other rates and charges not covered by the higher rates cap

 

 

Public Inspection

Copies of the Proposed 2019/20 Annual Budget are available for inspection on weekdays from 8.30am – 5.00pm from Tuesday 21 May 2019 until and including Tuesday 18 June 2019 at Council Offices at:

  • 15 Stead Street, Ballan;
  • 182 Halletts Way, Darley; and
  • 215 Main Street, Bacchus Marsh

Making Submissions

Submissions in respect of the declaration of the proposed 2019/20 Annual Budget will be considered in accordance with Section 223 of the Act. Council will consider any written submission received by Council by 5.00pm on Tuesday 18 June 2019 at a Special Meeting to be held on Wednesday 26 June 2019 at 6.00pm, in the Council Chamber, Ballan.

Any person making a submission is entitled to state in the submission that he or she wishes to appear in person, or to be represented by a person specified in the submission, at the Special Meeting of Council on Wednesday 26 June 2019 to be heard in support of the submission.

Please note that a summary of submissions, including the submitter’s name, will be made available to Council for the meeting where submissions will be considered. Council is also required to make submissions available for public inspection for a period of twelve months.

Written submissions must be received by no later than 5.00pm on Tuesday 18 June 2019.
