Applying for a filming permit

APPLY FOR A FILMING PERMIT ONLINE

To ensure greater access to our wonderful locations we provide a “no fees policy” for film permit processing.

We will respond to your application within five business days of receiving it.

Please note that if we need to make complex arrangements for your filming activity it may take us more than five days to issue a permit.

Unless existing fees apply to exclusive use of a particular area (e.g. parks, gardens), the “no fees policy” will apply to Council-owned land or property. However, any associated costs to assist in the organisation of filming will be passed on to the applicant.

For example:

  • Staff costs - supervision, event coordination
  • Expenses associated with advertising, traffic control, and road closures 
  • And any other costs that may be as a result of the filming

You may need a bond for filming activity in buildings or around property owned by Council. This is refundable and will act as a security deposit to be paid to Moorabool Shire Council subject to the conditions of the “Film Permit”. A bond may be applied based on an assessment of risk to Council property and to ensure that the production company follows the “Guidelines for Filming and Stills Photography” and the “Location Agreement”.

If required, the bond is agreed before filming begins and returned within 14 days of its conclusion, subject to any claim for damages.

Other fees that may apply include requests for reserved on-street parking. All vehicles must be parked in accordance with a parking plan agreed to by Council at the time of application (refer to ‘Fees to Other Departments’ and ‘Traffic and Pedestrian Management Plans’).

Some areas in Moorabool Shire are managed by Parks Victoria and the Department of Environment, Land, Water and Planning. In this instance, the film permit application must be made through these organisations rather than Council.

Those planning commercial filming activities are required to apply for a permit for the use of a public space. This ensures the activity is in accordance with the regulations of Council. A list of our general terms and conditions is attached below.
