Draft Budget and Draft Council Plan update on exhibition

Close to $57 million of capital improvement works highlight Council’s 2023/24 Draft Budget.

The Draft Budget was adopted at Council’s ordinary meeting in April and is now out for community consultation, with residents encouraged to take a look and provide their feedback.

A draft of the Council Plan 2021-2025 (2023 edition) was also approved to go out for community consultation, with minor changes to the 2022 edition and some new actions added.

Moorabool Mayor Cr Rod Ward said Council’s capital program had been developed to meet community infrastructure needs now and into the future, with significant growth at the forefront of its development.

The proposed Capital Improvement Program for 2023/24 is $56.413 million (including $15 million in works carried forward from 2022/23). Of this, $41.591 million relates to new work, $12.282 million relates to renewal of assets and $2.54 million is for the upgrade of assets.

“There are some very significant projects across the shire that if the Budget is adopted, will be funded this year,” Cr Ward said.

Some of the key projects proposed as part of the 2023/24 Capital Program include: 

  • Bacchus Marsh Racecourse & Recreation Reserve Pavilion ($6 million)
  • Ballan Library and Community Hub ($5.98 million)
  • West Maddingley Early Years Facility ($5.2 million)
  • Bacchus Marsh Bowls Club Pavilion & Bowling Green ($3.4 million)
  • Bald Hill Redevelopment - Stage 3 ($1.68 million)
  • Hogan Road & Densley Street, Ballan - Reconstruction ($1.842 million)
  • Ballan-Egerton Road, Mount Egerton - Reconstruction ($856,000)
  • Dunnstown Recreation Reserve - Upgrade to Pavilion ($813,000)
  • Riversdale Crescent, Darley - Reconstruction ($425,000)
  • Eaglesons Road, Lal Lal - Gravel Road Resheet ($377,000)
  • Stanley Street, Gordon - Reconstruction ($325,000)
  • Ballan Town Centre Plaza ($250,000)

For the 2023/24 annual budget, rate increases have been capped at 3.5% in line with the Victorian Government’s Fair Go Rates System. 

The Waste Management Service Charge will increase from $110 to $120, and the overall Waste Collection Charge will increase from $224 to $258. The State Landfill Levy will increase from $68 to $69 and the optional Kerbside Green Waste service will increase from $90 to $101.

Council will consider submissions on the Draft Budget and Draft Council Plan on Wednesday 10 May 2023 at a Special Meeting of Council to be held in the Council Chamber, 15 Stead Street, Ballan, at 6.00 pm. 

 

Any person who wishes to be heard in support of a submission should indicate in the written submission that he or she wishes to be heard. Any person requesting to be heard in support of a submission is entitled to appear before this Special Meeting of Council, either personally or by a person acting on their behalf. 

 

Please note that a summary of submissions, including the submitter’s name, will be made available to the public for the meeting where submissions will be considered.
