Apply for a new onsite wastewater management system

Do you need to install a new onsite wastewater management system? You're in the right spot. You will need a permit to install an onsite wastewater management system.

There are fees associated with installing a new septic system. All fees for the 2023-2024 financial year are set out below.

How to apply

Online

Step 1.Contact Council's Planning team

Contact us to determine if you need a planning permit. If a planning permit is required, a permit to install will not be issued until the planning permit has been issued. 

Step 2.Contact your water authority

Contact your water authority to find out if there are other conditions you need to meet.

Step 3.Prepare your application

To submit your application, you will need the following:

  • A completed application form
  • A detailed floor plan of the dwelling
  • A detailed allotment plan, including the land application area, the location of the OWMS and distances to dams and waterways (if applicable)
  • A Land Capability Assessment (if required)

Once Council has received your application, you will be contacted by our Customer Service team for payment.

What happens next?

Approval process

Once you submitted and paid for your application, we have 42 days to process and issue a Permit to Install. The Permit to Install is valid for five years.

Works for the installation of the OWMS can not be started until the Permit to Install has been issued. When a progress inspection of the install is required, please contact Council's Environmental Health team at least 48 hours prior to organise the inspection. 

Renewing a Permit to Install
If your Permit to Install is about to or has expired, you must submit an Application to Renew a Permit to Council.

Amending a Permit to Install
If you are changing the effluent field or changing from a primary treatment system to a secondary treatment system, an Application to Amend must be submitted to Council. 

Approval to Use

For an Approval to Use to be issued, the following documentation must be submitted to Council:

  • A detailed as laid plan
  • A licensed plumber's compliance certificate
  • A commissioning report (if applicable)
  • A signed servicing agreement (if applicable)
  • A licensed electrician's ESV Certificate of Electrical Safety (if applicable)

Once the above documentation has been submitted, Council's Environmental Health team will complete the final inspection and then issue an Approval to Use.
